Origin
From the Comptroller's External Advisory Commission to a citizen network.
The Integrity and Open Government Network emerged from the work of the External Advisory Commission convened by the Comptroller General of the Republic in 2024, where a critical gap was identified between the information available on corruption and citizens' real understanding of it.
The problem
A critical gap between scandal and accountability.
The Commission's work made evident that information about corrupt acts is public but fragmented and hard to understand; that the judicial or administrative path of cases is opaque to most people; and that the conclusion or real impact of anti-corruption actions is not perceived clearly. As a result, a perception of impunity takes hold even when processes end with sanctions.

RIEA articulates three complementary capacities —generating evidence, driving action and strengthening capacities— into an independent, technical and non-partisan strategic hub capable of following the full lifecycle of integrity cases: from detection to resolution, with open data and clear language.
The External Advisory Commission
A year of work, 37 structural proposals.
On December 4, 2025, the Comptroller General of the Republic, Dorothy Pérez, formally received the document "Measures for the institutional strengthening of the fight against corruption", the result of a year of work by the External Advisory Commission.

- Tamara Agnic — former president of Chile Transparente.
- Marta Herrera — former head of the Anti-Corruption Unit of the National Prosecutor's Office.
- José Luis Lara — Law professor at the Pontificia Universidad Católica de Chile.
From proposal to strategic hub
Why a Network was needed.
One of the report's recommendations was precisely the need to install an external and permanent perspective on the public integrity ecosystem —able to work beyond the political cycle, with technical autonomy and cross-sector coordination—. The Integrity and Open Government Network assumes this role.

RIEA is formally constituted as a private non-profit foundation during the first half of 2026, preserving the spirit, recommendations and technical outlook that gave rise to the project.
