Observatory of Integrity and Public Safety.

The Observatory is the Network's first engine. It generates rigorous evidence on integrity, transparency and use of public resources in Chile from open databases, with documented methodologies and reusable data. It does not receive direct complaints: its role is to produce traceable information that the rest of the system —Citizen Oversight and Institute— transforms into action and capacities.

Purpose

Closing the gap between data and decision.

Information on public integrity exists but is fragmented across multiple systems that do not communicate, with heterogeneous formats and no clear traceability to source. The Observatory articulates that information, systematizes it with documented methodology and turns it into a finite set of indicators and publications that anyone —citizens, press, academia, institutions— can understand, cite and reuse.

Five working principles

Clear separation between sources (what data we look at), research (what questions we ask) and findings (what we publish).
Traceability: every publication can be traced back to the source and methodology that supports it.
Reuse: a single dataset feeds multiple indicators; a single indicator can be used in multiple publications.
Low maintenance cost: few databases, many views. Avoid duplication.
Governance: the Observatory reports to the Board; editorial and quality criteria are publicly versioned.

Open data source catalog

We catalog public information sources from the Chilean State —ChileCompra, InfoLobby, Comptroller, Transparency Council, SII, Servel, among others— with metadata, periodicity and update status. Each source is registered once and reused from indicators and research.

Recurrent indicators with documented methodology

We build a finite set of indicators calculated at defined frequency, with clear formula, traceable source and historical series. They allow taking the pulse of the integrity system and comparing across periods, sectors or territories.

Applied research

Each research is a question or hypothesis with a beginning, middle and end. It has a responsible leader, a public editorial calendar and produces at least one communicable finding. It is the basic work unit of the Observatory.

Findings and publications

Each finding is a communicable product: a report, a column, an impactful data point or a visualization. Published on a quarterly editorial calendar, in open formats (PDF + data in CSV/JSON), under CC BY-NC-SA license.

Flagship product

Annual Corruption Report Chile.

The Observatory's first annual study systematizes the year's publicly known cases, reconstructs their administrative and judicial paths and proposes a reform agenda. It is the input that structures the public conversation on institutional integrity in Chile.

Learn about the Report

The Observatory is deliberately distinguished from a complaints channel. Its raw material is public sources and open data, not individual testimonies. This separation protects the methodological quality of the Observatory and, at the same time, guarantees whistleblower protection: citizen complaints are channeled through Citizen Oversight, which has the appropriate technical, legal and security workflows to process them.

The Observatory feeds Citizen Oversight with datasets for its public maps and dashboards; and the Institute with documented cases that serve as training material. In turn, the Institute enhances the technical capacities with which the Observatory interprets its own data.
