Engine 3 · Strengthens capacities
Institute of Integrity and Open Government.
The Institute is the third engine of the Network. It builds technical and ethical capacities in public compliance, institutional integrity and Open Government tools. It produces curated training content that feeds Citizen Oversight and enhances the capacities with which the Observatory interprets its data. Integrity is not sustained by rules alone: it requires trained people to apply them.
Purpose
Professionalizing public integrity.
Chile has advanced regulatory frameworks —Law 20.285 on Access to Information, Law 20.393 on Criminal Liability of Legal Persons, Law 21.595 on Economic Crimes— but their real application depends on trained people who know how to implement, interpret and communicate them. The Institute fills that gap between written rules and daily practice, with a rigorous training approach based on evidence and connected with the real challenges of public services, municipalities, companies and civil organizations.
Training principles
- Technical rigor: content based on evidence, documented methodologies and international comparison.
- Practical applicability: each program combines conceptual framework with real Chilean cases and implementable tools.
- Editorial independence: curricula do not respond to party or particular sponsor interests.
- Disciplinary pluralism: law, political science, public management, technology, communications and ethics dialogue in the same program.
- Accessibility: diverse formats (in-person, online, hybrid), with inclusion and scholarship policies according to the target audience.
How we teach
Four formats according to need.
Each format responds to a different level of depth and a different audience, but they all share methodology and quality standard.
Specialized courses
Intensive training of 2 to 8 weeks focused on a specific competence or tool: public compliance, interest declaration, open data, economic crime prevention, among others.
Seminars and symposia
Open technical discussion meetings with national and international speakers, usually free for Network members. A space for updating and cross-sector dialogue.
Tailored programs
Training designed together with a public body, municipality or company to address specific needs: installing an ethics committee, prevention model, risk map, team training.

How it connects with the other engines.
The Institute is the capacities engine of the Network. It works in two directions: provides curated training content to Citizen Oversight (educational pills, guides on the Lobby Law, whistleblower rights, public procurement) and, at the same time, enhances the technical capacities with which the Observatory interprets its own data —research methodologies, fact-checking standards, ethical principles of working with sensitive data—.
Without the Institute, the other engines risk falling short: the Observatory may produce good data without institutional capacity to apply it, and Citizen Oversight may receive complaints without offering the tools for people to use them strategically. The Institute closes the circle: it turns data into learning and learning into institutional practice.
