Citizen Oversight is the face that citizens touch. It transforms the Observatory's technical evidence into collective action: it receives complaints with whistleblower protection, maintains a public map of cases, articulates advocacy with oversight institutions and connects people with the information they need to monitor public management.
There are State channels —Transparency Council, Comptroller General, Prosecutor's Office, denuncia.cl— and investigative media outlets. What does not yet exist strongly in Chile is an independent, technical and citizen-led actor that connects evidence with action: that receives reports, processes them with traceable methodology, returns them to citizens in clear language, and follows the full cycle. That is Citizen Oversight.
The platform is designed as a mobile-first digital tool where each function connects with the others to offer a complete cycle of reporting, follow-up, training and community.
Five-step flow: orientation by type of event, guided narrative, evidence upload with metadata cleaning, mode selection (anonymous, pseudonymous or identified) and tracking code delivery. Backoffice with triage by sensitivity, sector and region; encrypted communication with the whistleblower.
Aggregated visualization of cases by region, sector and indicator, fed by the Observatory. Designed as a pedagogical tool: each visualization tells an actionable story and allows downloading the underlying open dataset.
Learning pills (short videos and guides) on citizen rights, Transparency Law, Lobby Law, public procurement and whistleblower protection. Content is curated by the Institute and the Observatory.
Thematic or regional alert system for people interested in following cases. Support for petitions and advocacy campaigns coordinated with allied organizations and media.
The platform is designed around three persona-types identified in the Citizen Oversight strategic document. Each profile needs different tools, but they share the same principle: protection, clarity and action.
Believes her municipality paid for a project that was never executed. She has photos, a leaked invoice and the will to report, but doesn't want to go to the prosecutor's office. Needs a simple, mobile-accessible Spanish channel.
Follows municipal tenders and cross-references data from Mercado Público with budgets. Needs quick access to documented cases, CSV/JSON dataset exports and a verified contact within RIEA.
Administrative head who detected a pattern of irregular hiring. Needs serious technical guarantees, legal guidance on Law 20.205 (whistleblower protection) and Law 21.121.
Citizen Oversight does not generate primary evidence: that is the Observatory's role, which provides datasets, indicators and documented cases that are transformed into public maps and dashboards. Nor does it produce training content by itself: the Institute contributes the curriculum for the learning pills and the courses to which the platform refers users.
Citizen Oversight is, by design, the public face of the system: the place where citizens interact, report, learn and organize. Its role is to translate the technical into the accessible and the accessible into collective action.
